After reading a detail post of WABetaInfo on Twitter i can say If a user chooses to display their username on their profile, it will be visible to anyone who views the profile. Users will also be able to search for other users by their username. This will make it easier for people to find and connect with each other on WhatsApp.

The username feature is optional and can be turned on or off in the settings menu. If you choose to turn it off, your phone number will still be displayed on your profile and people will be able to search for you by your phone number.

How to Set Up a Username on WhatsApp
